Vehicle rental at heart is for leisure or business users, in the view of the National Public Transport Association (ANTP), and “does not compromise or harm public transport,” says Luiz Carlos Néspoli, the head if the entity. Néspoli says complementary solutions are welcome for urban mobility, provided they are part of a complete plan. “This also involves investing in public transport, to ensure gains in efficiency and quality, making them more appealing,” he says. Néspoli believes any project must benefits all users and make business sustainable. Critical of isolated efforts to overcome bottlenecks in mobility, especially in large urban centers, he says, “A lot of solutions, such as scooters and transport apps, are being criticized, including in major cities around the world, because they do not impact public transport, which is admittedly good and already highly subsidized.” Néspoli warns that public transport has seen falling demand for some years, with impacts on the cost. The emergence of apps, he says, without regulation that takes into account a complete urban mobility plan could further disrupt the situation. A study completed by the ANTP (July 2019) showed that if 10% of bus passengers in São Paulo (SP) and Belo Horizonte (MG) migrate to these apps, fares will rise by 30% and 22%, respectively, in these cities. This is a concern “Fare increases are difficult, and subsidies are a taboo in municipal governments. The natural reaction is a reduction in buses to suit lower demand,” says Néspoli. More proof that urban mobility is taken seriously by the ANTP was in evidence at its biennial congress, in 2019. The event, which took place in São Paulo (SP), attracted more than 3,000 visitors, who listened to approximately 150 talks.
