126 Anuário Brasileiro do Setor de Locação de Veículos Brazilian Vehicle Rental Sector Yearbook 2019 SERPRO Secure information A n arsenal of relevant statistics on the vehicle rental industry, including the brands and models issued by car rental companies, is the foundation of the partnership between ABLA and the Federal Data Processing Service (SERPRO). André de Cesero, director of customer relations, believes that the partnership with ABLA makes it possible to track the needs in the rental sector and thinkof newtechnological solutions for companies. Brenno Sampaio, head of customer relationships, adds that the availability of these new solutions will boost already extremely important advances. For example, the “Vehicle or Owner Traffic Incident Report” service is in the process of being implemented. Part of the “Online Consultation” solution provided by Brazil’s traffic regulator, Denatran, SERPRO aims to consolidate national databases, as currently information is restricted to states. Also being rolled out is the “National Registry of Vehicle Ownership and Temporary Use” (RENAPTV), but it has not been activated yet. Adjustments are being made, such as ensuring non-repudiation by rental companies and control vehicle ownership records. RENAPTV plans to make sure traffic tickets are paid by offenders in the registry with copies sent to the companies that own the vehicles. This has reduced red tape in fining offenders, eliminating the need to get signatures, document authentication and protocols from State Traffic Departments. Another innovative solution is the Digital Traffic Portfolio, which provides access to the vehicle documents - namely National Driver’s Licenses (CNH) and the Vehicle Registration and Licensing Certificate (CRLV), both in digital form. Digital drivers’ licenses are available throughout Brazil and Digital CRLV is available in nine states and is expected to be national by the end of this year. These allow companies to access their vehicle data and share it with individuals. The tools now providing security and operational agility for the vehicle rental sector are: Tax Number Consultation - Access through the tax authority to basic data on private individuals and companies plus their tax numbers. Denatran’s Online Consultation - Access to the data on drivers or vehicles from Denatran’s database, guaranteeing speed, reliability and security in rental companies’ management. Online Driver’s License Consultation - Information obtained from the National Registry of Qualified Drivers (RENACH), updated daily with data from all of Brazil’s DETRANS. There are now 59 million active licenses, about 50% of which have a QR-Code. Decoding QR-Code VIO (on licenses) - A tool that makes rental companies’ registrations more secure and less bureaucratic. It gets data from the QR- Code on licenses or available from Digital CNH - which go to the rental company’s file.It produces an image of the driver and checks their status from the Denatran database. DataValid - Validates information, checking data against tax numbers and Denatran. It helps prevent fraud in vehicle rental, virtually eliminating the risk of vehicles being rented to fake license holders. Identification by biometrics - All images (photographs, digital and signatures) collected from licenses are recorded in the RENACH database. Old documents are also in a register of 99% of drivers who have at least a photograph registered in this national archive.  Data processing and cross-referencing have proved to be important assets to rental companies.
