2016 44 O Conselho Nacional da ABLA reúne os integrantes do Conselho Gestor, do Conselho Fiscal e os Diretores Regionais de cada estado da Federação e também do Distrito Federal. Esse Conselho estabelece as diretrizes gerais da Associação, tendo em vista o fiel cumprimento de seus objetivos sociais. Na prática, o Conselho Nacional tem plenos direitos estatutários para adotar quaisquer medidas que julgar necessárias contra atos que venham a ferir os interesses das locadoras associadas ou da própria ABLA. Ou seja, é o órgão responsável por preservar e fazer valer o Regimento Interno da Associação, regulando os procedimentos administrativos e de funcionamento dos diversos órgãos internos, inclusive as regras CONSELHO NACIONAL do processo de realização das eleições da ABLA. Isso inclui preservar o Código de Ética da Associação e analisar anualmente o orçamento e o balanço geral, antes de submetê-los à Assembleia Geral. No mínimo 80% dos empresários que compõem o Conselho Nacional está há pelo menos quatro anos ininterruptos na Associação, sendo que 100% dos integrantes necessariamente devem estar em dia com todas as obrigações associativas. O Conselho Nacional da ABLA se reúne ordinariamente a cada semestre fiscal e extraordinariamente tantas vezes quantas se fizerem necessárias. O mandato é dois anos, começando sempre em 1° de janeiro e terminando em 31 de dezembro do ano seguinte. ABLA’s National Board gathers members from the Managing Board, the Fiscal Board and the Regional Directors from each Brazilian State and also from the Federal District. This Board sets the general policies of the Association, bearing in mind the true execution of its social objectives. In practice, the National Board has full statutory rights to adopt any measures it finds necessary against actions that can hurt the interests of the associated car rental companies or ABLA’s itself. In other words, this is the department responsible for preserving and making effective the Internal Guidelines of the Association, regulating the administrative procedures and the functioning of the several internal departments, including the rules for the process of elections at ABLA. That encloses preserving the Ethics Code of the Association and yearly analyzing the budget and the annual balance, before submitting them to the General Assembly. A minimum of 85% of the entrepreneurs that form the National Board has been at the Association for at least 4 consecutive years, being that 100% of the members must necessarily be up-to-date with all the associative obligations. ABLA’s National Board meets ordinarily every fiscal semester and extraordinarily as many times as necessary. The mandate is 2 years long, always beginning on the 1st of January and ending on December 31 of the following year.
